LA authorities plan to use heat-beam ray in jail

LOS ANGELES – A device designed to control unruly inmates by blasting them with a beam of intense energy that causes a burning sensation is drawing heat from civil rights groups who fear it could cause serious injury and is “tantamount to torture.”
The mechanism, known as an “Assault Intervention Device,” is a stripped-down version of a military gadget that sends highly focused beams of energy at people and makes them feel as though they are burning. The Los Angeles County sheriff’s department plans to install the device by Labor Day, making it the first time in the world the technology has been deployed in such a capacity.
The American Civil Liberties Union of Southern California criticized Sheriff Lee Baca’s decision in a letter sent Thursday, saying that the technology amounts to a ray gun at a county jail. The 4-feet-tall weapon, which looks like a cross between a robot and a satellite radar, will be mounted on the ceiling and can swivel.
It is remotely controlled by an operator in a separate room who lines up targets with a joystick.
The ACLU said the weapon was “tantamount to torture,” noting that early military versions resulted in five airmen suffering lasting burns. It requested a meeting with Baca, who declined the invitation.
The sheriff unveiled the device last week and said it would be installed in the dorm of a jail in north Los Angeles County. It is far less powerful than the military version and has various safeguards in place, including a three-second limit to each beam of heat.
The natural response when blasted — to leap out the way — would be helpful in bringing difficult inmates under control and quelling riots, the sheriff said.
But the sheriff was creating a dangerous environment with “a weapon that can cause serious injury that is being put into a place where there is a long history of abuse of prisoners,” ACLU attorney Peter Eliasberg said. “That is a toxic combination.”
Cmdr. Bob Osborne, who oversees technology for the sheriff’s department, said the concerns were unfounded. He said he stood in front of the beam more than 50 times and that it never caused any sort of lasting damage.
“The neat thing with this device is you experience pain but you are not injured by it,” Osborne said. “It doesn’t injure your skin, the beam doesn’t have the power to do that.”
He said the device would be a more humane way of dealing with jail disturbances. Unlike hitting inmates with batons or deploying tear gas, a shot from the beam has no aftereffects, he said.
The device was made specifically for the sheriff’s department by Raytheon Missile Systems. Sheriff’s spokesman Steve Whitmore said its $750,000 cost was paid for by a Department of Justice technology grant.
After a six-month trial, the sheriff will determine if the device is effective and if it should be deployed in other jails.
“When this pilot program is done, the realistic hope is it will accomplish not only what the sheriff’s department wants but what the ACLU wants, which is to save lives harmlessly,” Whitmore said.
A Raytheon spokesman on Thursday referred questions to the sheriff’s department, but provided a fact sheet describing how the device only penetrates skin to a depth 1/64 of an inch. The military’s version of the device can shoot a beam more than 800 feet but the sheriff’s department model has a maximum range of 85 feet.
Angelica Arias, an attorney with the county’s Office of Independent Review, which monitors the sheriff’s department, said only deputies with special training would be able to use the device and a video would be automatically recorded each time it is operated.
“Based on the level of scrutiny the department has put on itself and its training, it doesn’t appear there would be too much wiggle room for misuse,” Arias said.

For a while now, the United States military have been playing around with a fun little weapon that is, in essence, a pain raygun. The idea is this: you want to take out an insurgent, but you don’t want to kill him, so you aim this Raytheon-design, seven and a half foot tall millimeter wave weapon at him when he’s 100 feet away and turn it on. What sensation will he feel? The unbearable agony of being burned alive… without any of the actual immolation.
Obviously, this sort of weapon is contentious, and pretty obviously at odds with our attempts at garnering the good will of the native Afghanis, so it was quickly pulled out of service.
But according to the Los Angeles County Sheriff’s Department, there is one group of insurgents inhuman and evil enough to use the pain ray on: Pitchess Detention Center prisoners. Calling it the “Holy Grail of Crowd Control,” the LASD hopes to use the pain ray to reduce the 257 inmate-on-inmate assaults of this year alone, as well as the nineteen assaults on deputies. The idea is to break up incidents like riots before they get out of hand.
There’s a lot of problems with this. One big problem is that in a riot, a pain ray can’t really be aimed any better than a flamethrower, meaning you’re also going to hit the victim with unbearable agony. Furthermore, we’re already locking up way too many people for way too frivolous offenses: it’s no wonder our prisons are a pressure cooker waiting to explode. Randomly zapping people with a ray gun that essentially tortures them isn’t a good way to improve that situation.

This story arrived in a large box. It was FedExed over by Ed Hammond of the Sunshine Project, a group that uses the Freedom of Information Act to delve into the darker corners of military research.
Hammond had requested all testing protocols for nonlethal weapons that involved humans, and they all related to the Air Force’s Active Denial System. (A cover letter from the Air Force explained that the ACCM laser dazzler had been omitted because it did not count as a weapon.) Hammond’s specialty is chemical and biological weapons, and as he already had plenty to deal with he passed the several hundred pages of documents over to me.
There were 14 documents — eight are available for download below — and as you progress through them you can see how the Air Force’s testing evolved from simple experiments on a few square inches of skin into fully fledged war games. Also, the cautious approach of early tests is gradually relaxed as experimenters gain confidence in the system’s supposed safety.
Booze and ADS Don’t Mix

ADS and Dogs
One test exposed military dog teams to the ADS’ effects, apparently based on the idea that if the device is used for tasks like perimeter security, then there is a real risk of ‘friendly fire’ on dogs as well as humans. Urban Testing
The testing gets serious with an assessment of ADS in an urban environment, in which a whole range of scenarios are described. These typically involve a security force dealing with a red force of aggressors and a number of noncombatant bystanders. There’s a traffic control point set up, route clearance and search and rescue, all of which give some idea of what the ADS is expected to achieve. Sunblock Won’t Block ADS
Sometimes it’s the incidental detail which makes fascinating reading — like the line in FWR-2006-001-H Military Utility Assessment of the ADS in a Maritime Environment which tells volunteers to wear sunblock. It won’t have any effect on the ADS, but it should stop the volunteers from blaming their sunburn on the beam’s effects the next day. It also mentions that the software used for modeling the pattern of the ADS beam was originally used for checking mobile phone coverage. More importantly, it tells us the safety factor for the ADS: A dangerous dose is approximately four times what anyone can stand. (Which is fine so long as you can get out of the beam: The test protocols specifies that the beam has to be turned off if anyone ends up in the water, as combined beam reflections off the water and the hull could otherwise be dangerous). Mayor seeks to calm cabbie, NYC after knife attack

NEW YORK – A Muslim cab driver whose face and throat were slashed in a suspected hate crime attack appeared with Mayor Michael Bloomberg on Thursday as city officials sought to ease tensions in the debate over a plan to put a mosque near the site of the 2001 terrorist attacks.
Meanwhile, investigators sought to unravel contradictions in the life of the suspect, a baby-faced college student who had traveled to Afghanistan with a group that seeks to promote interfaith understanding.
The Bangladeshi driver, Ahmed H. Sharif, said the proposed mosque and Islamic center north of the World Trade Center site did not come up in his conversation with the passenger who allegedly used a folding knife to slash Sharif’s neck and face after asking whether he was a Muslim.
“Of course it was for my religion. He attacked me after he knew I was a Muslim,” Sharif said at a news conference at City Hall.
Bloomberg said it is impossible to know the motive of the attack. But he made a pointed connection to the debate about the planned Islamic center, which has ignited intense emotions worldwide.

Couple Shot By Vet Talks About Rampage

GWINNETT COUNTY, Ga. — A couple injured by a Gwinnett County veteran who took his own life said on Friday they are not the reason behind a shooting rampage.
Brian Sarachini and Keyla Rubio are both hospitalized with gunshot wounds from the shooting on Aug. 18.
Former Marine Dennis Dugger, 27, complained about loud music from an upstairs apartment before opening fire on the couple, according to police.
Rubio denied playing loud music and told Channel 2’s Manuel Bojorquez that Dugger often complained about the noise the couple made just walking around the apartment.

MADISON, Wis. – An Iraq war veteran who police say shot and killed his pregnant wife and young daughter before turning the gun on himself left behind no clues to explain what might have prompted the bloodshed, investigators say.
There was no note and no evidence that there had been trouble between 23-year-old Matthew Magdzas and his wife, 26-year-old April Oles-Magdzas, before the shootings, detectives said.
Oles-Magdzas’ mother found the bodies of the couple, their 13-month-old daughter, Lila, and their three dogs on Wednesday — the same day Oles-Magdzas was set to deliver her second daughter, friends said.
Detectives said they haven’t found any evidence the couple was having money issues or was overly stressed by the pending birth of their daughter. They apparently had been faithful to each other, investigators said, adding they had no reports of any domestic disputes between them.
“Unfortunately, sometimes in these things, if they don’t leave a note, we don’t definitely have a why. (It’s) tough for the family, tough for the friends, tough for the community,” said Superior Police Capt. Chad La Lor.
La Lor said investigators plan to subpoena Magdzas’ military medical records to see if he had complained of or been treated for signs of post traumatic stress disorder.
Lt. Col. Jackie Guthrie, a spokeswoman for the Wisconsin National Guard, said the military can not disclose Magdzas’ health records to the public.
Magdzas enlisted in the National Guard during the summer of 2004, between his junior and senior years in high school, said Guthrie, a Wisconsin National Guard spokeswoman. He had completed his training by October 2005 and was assigned to the Superior-based 950th Engineer Company.
He volunteered to deploy overseas with the Milwaukee-based 1st Battalion, 121st Field Artillery Regiment in 2006. The unit was tasked with protecting convoys moving from Kuwait into northern Iraq, Guthrie said.
He served as a vehicle gunner and was involved in a small-arms battle in Iraq in November 2006, she said. She did not know exactly where the battle took place. His deployment ended in 2007.
After returning to Wisconsin, Magdzas went to work as a firearms instructor for Better Defense, a shooting school that provides classes in northern Wisconsin and southern Minnesota. According to his profile on the school’s website, Magdzas began shooting before he was 12 years old. It also said he received the Purple Heart, an award given to U.S. military personnel wounded or killed in battle. Guthrie said there is no record he received the honor.
The school’s chief executive officer and master instructor, Gary Bjergo, did not respond to phone messages Thursday.
Oles-Magdzas attended Carlton High School in Carlton, Minn. Her science teacher, Deb Saunders, described her as an artistic, “sparkly” young lady who was into dancing and cheerleading. She often stopped sad-looking students in the halls to ask them what was wrong, Saunders said.
Tessa Buscko, 36, of Duluth, Minn., said she worked with Oles-Magdzas, and briefly with Magdzas, at Community Connections, a Duluth foster care facility for people with brain injuries. Oles-Magdzas had recently left the home, however, to take a job as an assistant cheerleading coach at Duluth East High School.
“April’s passion for working with young people was evident to everyone that came into contact with her,” the school’s activities director, Shawn Roed, said in a statement. “She will be sadly missed and our thoughts and prayers go out to her family and friends.”
Buscko said Oles-Magdzas was due to give birth by C-section the day her body was found. She said Oles-Magdzas planned to name the baby Anna.
She didn’t know what could have driven Magdzas to wipe out his family.
“He must have had a flashback or something. I don’t know. That’s crazy. Matt doesn’t seem like that type of person,” Buscko said. “The only thing people can think of is coming back from the war and trying to live a normal life.”
Investigators recovered a 9-millimeter handgun in the house they believe Magdzas used. They also discovered what appeared to be a bomb in a backpack in the house, but explosives experts later determined it likely wasn’t and destroyed it.
“Wow, he must have really …” Buscko said, trailing off. “It’s just sad all the way around.”
3 dead, 4 wounded in shootout in central Virginia
A man who shot and killed his son and nephew and wounded four other relatives had been involved in an ongoing family dispute over a piece of property in rural central Virginia, authorities said Monday.
Sheriff’s deputies had been called to the property nearly two dozen times in recent years — including once earlier in the day Sunday — before Charles P. Steadman Sponaugle, 52, opened fire on his family members, Louisa sheriff’s Maj. Donnie Lowe said.
Sponaugle fired at two deputies and unleashed his pit bull at them before deputies fatally shot both Sponaugle and the dog, said Corinne Geller, a Virginia State Police spokeswoman.
Attacks raise concerns in Northern Ireland
Protestants and Catholics agreed to a power sharing government a dozen years ago, when the major Catholic and Protestant parties forged an unlikely coalition to end violence that claimed 3,600 lives over three decades.
But those opposed to the deal have increased operations since 2007. In March 2009, Irish Republican Army dissidents shot to death two off-duty British soldiers collecting pizzas and a policeman sitting in his car.
Poverty, unemployment and continued religious segregation are fueling a recruiting drive by groups clinging to the dream of getting the British out of Northern Ireland. The dissidents are recruiting, openly it is said, among poor youths who feel the Irish Republican Army sold out for a chance in power.
Even as the violence has increased, the financial support for the peace accord is being threatened by Britain’s economic squeeze.

Computerworld – Picture being able to scatter hundreds of tiny sensors around a building to monitor temperature or humidity. Or deploying, like pixie dust, a network of minuscule, remote sensor chips to track enemy movements in a military operation.
“Smart dust” devices are tiny wireless microelectromechanical sensors (MEMS) that can detect everything from light to vibrations. Thanks to recent breakthroughs in silicon and fabrication techniques, these “motes” could eventually be the size of a grain of sand, though each would contain sensors, computing circuits, bidirectional wireless communications technology and a power supply. Motes would gather scads of data, run computations and communicate that information using two-way band radio between motes at distances approaching 1,000 feet.
Potential commercial applications are varied, ranging from catching manufacturing defects by sensing out-of-range vibrations in industrial equipment to tracking patient movements in a hospital room.

Rain batters China; 250,000 evacuated in flood

BEIJING – Flooding has forced the evacuation of more than a quarter-million people in northern China along its border with North Korea, state media said Monday.
Heavy rains over the last several days caused the Yalu river, which marks the border, to breach its banks, although the water level had started to fall late Sunday, the official Xinhua News Agency state media said Monday.
It said four people died, including a couple in their 70s and a mother and son, after their homes in Dandong were swept away by flash floods. Xinhua said 253,500 residents have been evacuated after the Yalu rose to its highest level in a decade.

The IMF said it would review Pakistan’s budget and economic prospects due to the magnitude of a disaster that has ravaged crops and infrastructure, left more than 4 million homeless and raised concerns that Islamist militants may exploit the chaos.

Dear Friends,
How is your life going? Are you enjoying the fruits of God’s blessings, or are you in famine – both spiritually and in the natural realm?
We are at a crossroads in world history – the return of Jesus Christ is soon; and we can see ‘signs’ every where in the world. If you have read a newspaper lately or watched a news report on television, you will be well aware of the ‘doom and gloom’ plaguing the world, and touching every person globally. Neither kings, nor presidents, prime ministers, heads of state, nor their ministers, congresses and parliaments (or the United Nations), have an idea how to handle a world spiraling out of control.
But like the darkness that fell upon Egypt during the final days of the Israelites’ bondage, there is ‘light in the land of Goshen’ for those who will follow God’s Ways and His Righteousness. This is the time for the Glorious Church to rise up in the earth and be a light in darkness – a time when the Body of Christ shows off God mightily, giving the world their one true hope and answer to all problems: Jesus Christ. So, I ask you the question: Are you experiencing victory in your life, family, finances, etc.? Or are you following after the same failure-ridden course and hopeless direction as the world?
Well, I have a feeling the many of you are being plagued with the same doom and gloom as the world; but not to worry or fear – I am going to give you a plan for victory: Godly wisdom that is going to turn your sadness into ‘Great Joy’!
If you want to escape the same fate as the world and experience “Days of Heaven upon the earth” while the ‘Babylonian System’ collapses, then you need to diligently follow the instructions of 2 Chronicles 7:14. This is not a one-off change you need to make; but you should use this scripture as a ‘lifestyle’ change, and a mindset transformation that should be thought upon and applied daily till Jesus returns. It states:
“If my people, which are called by my name, shall humble themselves, and pray, and seek my face, and turn from their wicked ways; then will I hear from heaven, and will forgive their sin, and will heal their land.”
Now, I am presuming that I am writing to Born-Again Believers (if you are not, receive Jesus as your Lord and Savior now and ‘qualify’ to receive your answer), and therefore we can see by the opening words of this verse that God is speaking to you – “If my people, which are called by my name”. God is giving you specific instructions to change your bad circumstances…And if you were wise, you would have ears to hear and follow God’s instructions. What does God call for you to do?
1. Humble yourself –
God is calling for you to humble yourself. He is not saying that you should correct and humble others or that He will be humbling you – God is calling for you to take account of yourself; examine your prideful ways and change! Let’s all be honest with ourselves – we like doing things our own way, and we have acted rebellious towards God. We need to monitor our motives and actions on a daily basis (actually on a minute-by-minute basis). We are all going to mess up from time to time; but if we keep a humble spirit about us, the door to God’s blessings will still remain open. But if we keep a prideful spirit, the door to God’s blessings will be slammed shut. Just look through the Old Testament and the Israelites who constantly messed up through rebellion. If you made a study of the Israelites and their relationship with God, you would notice that a key to their success after failure was through repentance and humbling themselves before God. Keep humble- examine your actions and motives, not only daily, but every minute of the day. When you mess up through sin and rebelliousness, be quick to repent: Stay Humble and keep the door open to God’s grace and blessings!
2. Pray –
When you look up the original Hebrew word used in this scripture, you’ll notice that the application of the word “pray” means, “Prayers offered in a time of distress”. Instead of wringing your hands and spending half the night worrying about your problems and circumstances, in troubled times it’s best to pray: The best type of praying when problems loom big, is praying in the Holy Spirit (praying in tongues). Prayer does three things: It builds you up spiritually to fight the ‘good fight of faith’; also, when you pray in the Holy Spirit, you are praying out the ‘mysteries of God’ – you may not know how to deal with the problem in the natural, but the Holy Spirit knows the answer, and praying in the Spirit applies Godly Wisdom to the problem; finally, prayer brings peace – I can’t tell you how many times, I would pray in desperate times and the peace of God would come and assure me that everything would work out just fine (and it did). Become a person of prayer – on a daily basis.
3. Seek the face of God –
Now, I want you to understand that praying and seeking God’s face are two different spiritual actions. To seek the face of God is to seek the presence of God. Times may be difficult and hopeless, and the world financial system is collapsing – but if you are in the presence of God, then you are in the middle of the “Blessing Stream’ and you have an answer to the world financial and systemic collapse. Once again, look at the Israelites in Egypt – the Angel of Death was going throughout the land and killing the first born of every family; but the Israelites were protected by the presence of God that was symbolized by the blood on their door posts. Seeking God’s “face” means to seek His purpose, plans, wisdom, protection, healing and prosperity – it is to seek God’s Blessing. To seek God’s face is to seek a reflection of ‘God’s essence’, which are God’s goodness, mercy and blessing. If you were sitting next to a campfire, you would be filled with the ‘essence of that campfire’- your clothes would smell like smoke, and every one who came in contact with you would know that you spent time near fire. The same principle applies with God – to be in God’s presence means that you would be filled with the essence of God (love), and people would know you were in the presence of God because they would see God’s blessing upon your life. The more you have the presence of God in your life (like more time around the campfire and its resulting smoke), more of the essence of God would manifested in your life. So, seek the face of God and you will be permeated with the essence of God – and His Blessing!
4. Turn from your wicked ways –
In general, that would mean evil and sinful ways. This world is filled with sin, and the culture of the world is plagued by it. If you are playing with sin in your life, then you are out of God’s helping grace; and you need to repent and turn from your wicked ways and return to God and Holiness. But ‘wicked ways’ also means’ twisted thinking’: Anything that ‘exalts itself against the knowledge of God’ (2 Corinthians 10:5), we are to cast down and align our thinking exclusively to God’s Word. I don’t care how “reasonable” the world seems, and how impossible God’s Word seems – you have a choice to make, whether you will trust God and His Ways or the world and its ways. From the daily news accounts, you would think the decision would be an easy one; especially since the entire world’s “Best and the Brightest” don’t have a clue to solve the insurmountable problems globally. But many Believers are still not convinced enough to follow after God and His Ways, and chose to follow their own experiences or so-called ‘experts’. Until you finally make a decision to break away from the world and its thinking, you will continue to reap the same results as they have been receiving…So, in other words, get ready for more pain and bad times!
But if you were to follow the instructions of 2 Chronicles 7:14, then you would be in ‘position to receive’ from God: “then will I hear from heaven, and will forgive their sin, and will heal their land.” Yes, God will heal your community and country, but your ‘land’ also means any thing that produces a harvest in your life – Your ‘land’ can be your body, and God will heal it; ‘land’ can mean you finances, and God will heal them; ‘land’ can mean you family life, and can God can heal it, etc. God can heal anything in your life that produces a harvest from the seeds you have been sowing; and that ultimately means victory and success: Godly victory and success, even in the midst of world’s systemic collapse…Praise the Lord!
We are the Children of God – we are in this world but not of this world; and our citizenship is of heaven. Dear Brothers and Sisters in Christ, you don’t need to fear and worry like the world; you have an answer to the curse that is upon this earth – and His name is Jesus Christ. You have been redeemed from the curse (Galatians 3:13) that is upon this earth, and you can walk above the world’s financial, moral, political and social crisises. All you need to do is to be humble, pray, seek God’s face and turn from your wicked ways, and God will heal your land!
